The team

Cate Webb-Jones PgCHPE, FHEA

Cate is a lecturer in Policing at Staffordshire University. She completed her career in Policing as a Detective Inspector leading on domestic abuse and stalking investigations.

She is the co-author for the design and development of the Home Office funded stalking perpetrator intervention programme called EASI (Early Awareness Stalking Intervention).

The project is a multi-agency initiative and focuses on psychological therapy of ex- partner stalkers to reduce the threat of reharm to victims.

Cate has completed a post graduate certificate in professional and higher education (PgCHPE) and is undertaking her MA Education at Staffordshire University.

Her expertise lies in stalking investigations and identifying threat escalation in domestic abuse cases.

Professor Jane Monckton-Smith OBE

Jane is a Professor of Public Protection at the University of Gloucestershire with a specialism in homicide. She has authored a new theoretical framework for tracking homicide risk in cases of coercive control and stalking that has had wide international impact.

In addition to academic work, she maintains a wide portfolio of professional and case work, providing analyses for police and the legal profession, expert reports and training.

Sarah Ellis, BA, MSc, Barrister-At-Law

Sarah was called to the Bar in 1999 and has practised as a barrister for over 20 years, specialising in family and civil law. As a Barrister she has dealt with numerous cases involving domestic abuse, stalking and coercive control.

Having recently completed a Master's Degree in Criminology, Sarah presents training, and assists in the preparation of expert reports and analyses. Sarah is committed to embedding the Homicide Timeline across the Criminal and Family Justice systems, which will provide professionals with a common framework for understanding and assessing escalating risk in a forensic context.

Stuart Webb, LLB, MSc

Stuart is a Lecturer in Criminology and PhD candidate at the University of Gloucestershire.

He specialises in homicide, stalking and threat escalation and has undertaken casework and analysis for a number of years.

Amanda Williams, BA, MA

Amanda worked for over 28 years as a NHS Senior Paramedic Manager. She held various positions including that of Ambulance Locality Manager, Senior Research Officer, and Senior Investigations Officer, undertaking complex investigations. Some of these investigations, which included Serious Adverse Incidents (SAI's), required attendance at Coroners Hearings and Regulatory Body Court Hearings to present evidence and reports in medico-legal settings.

Amanda spent over 16 years as an On-Call Senior Manager advising partner organizations in times of extreme pressure, and in complex situations. She holds a Master's Degree in Education, Leadership and Management, and has completed a three-year Clinical Research Fellowship with Warwickshire University Clinical Trials Unit, and was also a Fitness to Practice panel member.

Amanda is HCPC registered.

Dr Jennifer Holmes

Jennifer is a Senior Lecturer in Policing and Criminology at the University of the West of England. Previously, she worked as a Major Crime Investigation Officer on homicide investigations.

Her specialisms include the police interviewing of vulnerable suspects in homicide investigations, police investigation and inter-personal violence.

Dr Sue Haile

Sue has a PhD from the University of Gloucestershire in exploring victims' voices in statutory Domestic Homicide Reviews. She worked for many years for Women's Aid and is also an expert advocate, working with families bereaved through homicide, supporting them through the DHR, Coronial and Court processes.

Sue is a trained DHR chair and has run many reviews across the last decade. She also has experience as a MAPPA lay advisor.

The Homicide Research Group includes students and academics at the University of Gloucestershire with an interest in coercive control, stalking and homicide. The HRG review domestic homicide cases and suspicious deaths for families.

Josmi Puthettu Jose, BSc, MA, MSc

Josmi is a Research Assistant at the University of Gloucestershire. Having completed an undergraduate degree in Mathematics in India, she recently obtained a Master’s degree in Criminology at the University of Gloucestershire.

Her research interests are Coercive Control, Domestic Homicide, and Victimisation.

Imogen Smith, BSc

Imogen completed an undergraduate degree in Criminology with Psychology at the University of Gloucestershire in 2023 and is now undertaking a MSc by research in Psychology.

Her specialisms are recognising red flags in relationships and coercive control, particularly in the context of the 8-Stage Homicide Timeline.

Amber Smith

Amber is studying for a degree in Criminology at the University of Gloucestershire. She is also a volunteer for the Citizens Advice witness service.

Her particular areas of interest are homicides and the criminal mind.

Rachel Williams

After 18 years in an abusive relationship, Rachel was shot and severely injured by her violent partner in 2011. He then committed suicide, as did her 16 year old son Jack, shortly after the attack.

Rachel is a voice for victims and survivors. Now a qualified IDVA, and also founder of SUTDA (Stand Up to Domestic Abuse) she campaigns tirelessly and is committed to ending domestic abuse. She has 5 successful petitions on change.org with a combined 1 million signatures. She was instrumental in helping get Non-Fatal Strangulation and Asphyxiation on the statute book taking her petition and survey to The House of Lords.

Nour Norris

Nour lost her sister, Khaola Saleem, and niece, Raneem Oudeh, through homicide committed by Raneem's ex-partner in August 2018. At the subsequent inquest, the failures of West Midlands Police were found to have materially contributed to Khaola and Raneem's deaths.

Nour advocates for change to the way agencies, including the police, approach domestic abuse. Nour campaigns for better education and awareness of domestic abuse and the risk it poses to victims.

Julie Aunger

Julie's daughter, Katie Wilding, was involved in a coercively controlling relationship which resulted in her death in November 2016.

Julie has fought tirelessly for a Domestic Homicide Review into Katie's death since 2016 and is now a well-respected speaker on domestic abuse and the obstacles her family has faced trying to achieve justice for Katie.
